Iowa rewrote its dealer rules in late 2025

Iowa DOT replaced its dealer licensing rules (761 IAC chapter 425) effective November 19, 2025. Older checklists and third-party guides may cite rule numbers or wording that no longer exist. The current chapter sets regular hours at a minimum of 32 posted hours between 7 a.m. and 9 p.m., Monday through Friday. Check your site against the current chapter before you sign a lease.

  1. Take the 8-hour pre-licensing class

    Iowa requires the class before you file, so do it first. At least one owner, officer, director, member or partner must attend. The Iowa Independent Automobile Dealers Association schedules it with community colleges, and the provider can send your certificate to the Iowa DOT electronically.

  2. Set up the business and secure the location

    Form the entity, get an EIN and your Iowa tax registrations, then own or lease a site with the office, display area and indoor repair space the rules call for. Ask the city or county zoning office for a letter stating that the address complies with zoning.

  3. Get the $75,000 bond and liability coverage

    Have a surety licensed in Iowa issue the bond on the Iowa DOT bond form. Put liability coverage in force at 100/300/50 or higher. Use the same legal name and address on the bond, the policy and the application.

  4. File the application and fees with Iowa DOT

    Send the dealer license application (Form 411008), the fee form with payment, the bond, the zoning letter and your education certificate to Dealer Programs in Des Moines. The license fee is $70 for the two-year period, and dealer plates are $40 each.

  5. Schedule and pass the site inspection

    Contact the Bureau of Investigation & Identity Protection to book the on-site inspection once the location fully meets the place of business rules. The license is not issued until an investigator has verified the office, display area and repair facility.

  6. License any nonadjacent lot, then open

    A lot in the same city or township that does not adjoin your main site needs its own extension lot license ($20, with proof of zoning). Post your license and education certificate in the office and keep a written list of your salespeople. Iowa dealers may not sell vehicles on Sundays.

Practical advice

Shop for the building with the repair bay in mind. The indoor repair area with full wall separation rules out many cheap lots, and the investigator checks it before licensing. Watch the calendar too: a license issued late in an even-numbered year still expires that December 31, and the $70 fee covers the period or any part of it.

What the state checks at the business address.

  • An office area, separate from other facilities, with a working phone line used for the business and room to keep titles and records.
  • The office must be staffed during posted regular hours: at least 32 hours a week, Monday through Friday, between 7 a.m. and 9 p.m.
  • A display area of at least 18 by 30 feet. Used dealers may use an outdoor area with an all-weather surface (no grass or bare soil).
  • An indoor repair and reconditioning area of at least 14 by 24 feet, separated from the office and display area by full walls and solid doors.
  • Written zoning approval for the address from the city or county office that enforces zoning.
  • Iowa DOT will not license you at an address that is already another licensed dealer's principal place of business.
  • An Iowa DOT investigator inspects the principal place of business in person before the license is issued.

Zoning comes first

A site that meets the state’s rules can still fail local zoning. Get written approval for vehicle sales from the city or county, and ask the landlord for a lease that depends on the license being issued, before you sign.

All licenses expire December 31 of even-numbered years. Renew in December or January after 5 hours of continuing education (waived if you took the 8-hour class in the prior 24 months). Keep the bond and liability coverage continuous, and give Iowa DOT written notice at least 10 days before you change your name, location or hours.
