How to get a used car dealer license in Oklahoma

Licenses are issued for two years, but the Commission's rule and its bond form both set the expiration at December 31 of each odd-numbered year. A license issued partway through the cycle runs less than two full years. Confirm your first expiration date with the Commission before you buy the bond, and do not rely on a bond form that shows a different term.

  1. Set up the business and your records

    Settle the legal name first, because the license is issued in the legal name on the application and the Commission will not approve a name that misleads customers. Each applicant orders a current OSBI criminal record report. Fill in the Commission's financial statement form, since the application asks about your financial standing.

  2. Secure a location that meets the rule

    Check local zoning and occupancy first. You need a display area, public parking, an office in a permanent building with public restroom access, a listed business phone and a permanent sign of at least 32 square feet with 6-inch letters. A home, a vacant lot or a temporary office does not qualify.

  3. Buy the $25,000 bond on the Commission form

    Download the Used Motor Vehicle Dealer's Surety Bond from the Commission's forms page and have your surety complete it. Bonds expire December 31 of each odd-numbered year, so ask for a quote that runs to that date.

  4. Have your insurer complete form UD-7

    The Commission's Certificate of Insurance confirms at least $25,000 of single limit liability coverage on every vehicle you offer for sale or drive on the road. The insurer also certifies it will give the Commission 30 days' written notice before canceling.

  5. Apply in the Commission's online portal

    Create an account in the New Applicant and Dealer Portal linked from the Commission's home page and file the used motor vehicle dealer application. Have your bond, insurance certificate, OSBI report and financial statement ready before you start. The license fee is $600. It is returned if the application is denied.

  6. Register your salespeople

    Anyone who sells for you needs a certificate of registration from the Commission. It costs $50 per person, renews every two years, and the dealership pays it. The dealer or designated managing officer receives one salesperson identification card at no charge.

  7. Attend the Commission's education program

    The dealer principal, general manager or person in charge must attend the Education Program presented by Commission staff before the business starts operating. It is free. Salespeople and office staff may attend if there is space.

  8. Wait for the license before you sell

    You cannot conduct business until the Commission issues the license. The Commission has authority to inspect dealer locations for zoning approval, a business sign, a working phone, a restroom and a sales office. Post the license in a conspicuous place once it arrives.

Practical advice

Use the Commission's own bond and insurance forms. A generic certificate will not carry the required wording. Ask your surety to quote the term through December 31 of the odd-numbered year. If you plan to apply late in that year, ask the Commission how the fee and bond term will be handled. Keep dealer plates on a separate checklist: another state agency issues them after the Commission verifies your license.

  • A display area for retail vehicles that is easy to reach and clearly separate from vehicles parked there for other reasons.
  • Enough parking for the public.
  • An office in a permanent building, or a separate room in one, used only for the dealership, with public access to a restroom.
  • Not an occupied residence, a vacant lot, a tent, a temporary stand or any other temporary office.
  • A permanent sign of at least 32 square feet (unless zoning requires smaller) with letters at least 6 inches high, visible from the road.
  • A business phone listed with directory assistance and usable at the lot. A cell phone qualifies.
  • The site must meet local zoning and occupancy rules. Sharing an address with another dealer needs Commission approval.

Zoning comes first

A site that meets the state’s rules can still fail local zoning. Get written approval for vehicle sales from the city or county, and ask the landlord for a lease that depends on the license being issued, before you sign.

Renew by November 1 of each odd-numbered year ($300) and file a bond for the next period. Keep the bond and the liability policy in force: the license is revoked on the date either one is canceled unless a replacement is filed first. Report any change of owner, name or address in writing. A change of location costs $100 and a name change costs $25.
